The teleconference will include topics such as:

• Duties of a Deputy United States Marshal
• Special details and assignments
• Personal experiences in Washington, D.C.
• Powers and jurisdiction entrusted to the USMS vs. other agencies

About the Presenter
Jose Delgado is a former Sergeant in the U.S. Marine Corps (1992 to 2000) assigned as the Senior Instructor of a mobile training team of Marines training Naval Security Personnel at various military installations across the U.S. and overseas. During these site assistance visits, his team gave thousands of hours of instruction in: Use of Force/Deadly Force; Terrorist Operations; Introduction to Terrorism; Anti-surveillance techniques; Individual Protective Measures; Hostage Survival; Combat Marksmanship; Bomb Searches; Terrorist Threat Types and Conditions; Unarmed Self Defense; Deployment; Surveillance Detection; and Installation Security Planning.
After receiving an Honorable Discharge from the Marines, Mr. Delgado was appointed as a Deputy U.S. Marshal (2001 to 2005) assigned to work in Washington, D.C. He served as a DUSM in several capacities during this tenure including court security; protection of judges, prosecutors, and witnesses; fugitive retrieval; warrant execution; and service of judicial orders and process. Mr. Delgado was also designated as the district recruiting officer and as such travelled to seminars and expositions recruiting law enforcement officers, college applicants, and separating military personnel. During the September 11th attacks, he was part of a select team of Deputy Marshals used to execute Continuity of Operations (COOP) for specific dignitaries of the federal government. Subsequently, Mr. Delgado was selected as Deputy-In-Charge for one of two special operations COOP teams permanently manned to protect and secure the movement of government officials and designees in the event of a national emergency.
His next assignments (2005 to 2007) included duties as a Security Programs Specialist for the United States Attorneys and then as the Antiterrorism & Physical Security Program Manager for the Department of Defense Inspector General. These assignments involved performing physical security profiles and terrorism risk assessments of agency offices worldwide, as well as establishing and coordinating security forces on site. Currently, Mr. Delgado is the Senior Instructor for the Federal Law Enforcement Training Center's Physical Security Training Program (PSTP). The PSTP trains new and experienced security managers, specialists, and law enforcement officers that are assigned responsibilities for protection of assets, infrastructure, and personnel. This training involves biometric access controls, high security lock hardware, operations security, terrorism operations, electronic vulnerabilities, intrusion detection, and mitigation of terrorist attacks.
